CDS and Test Strips

Just made some CDS Chlorine Dioxide Solution.
Watched Jim Humbles video about CDS.
Bought the LaMotte Insta-Test ANALYTIC High Range Chlorine Dioxide Code 3002 strips.
Measured my CDS by following Jim Humble's instruction.
First bottle tested at 1000 PPM.
Second bottle tested at 500 PPM.
Humble's recommendation is to make 3000 PPM CDS.

Is there any way to use these 500 PPM and 1000 PPM CDS solutions?
